In 1969, the federal government introduced the White Paper, which proposed dissolving the Department of Indian Affairs and Northern Development and shifting responsibility to provinces and territories, effectively denying Canada’s constitutional duty to First Nations. In response, chiefs formed the Indian Brotherhood of the Northwest Territories, later renamed the Dene Nation in 1978, to protect Dene rights and interests under treaty.
